It's always Gifted vs. the unnamed "Governemnt", how about a world where gifted people are accepted rather than shunned, but there is something going on with gifteds against magicals, magical people are coming into this world, to assimilate with the culture because their world is dying, and of course disputes are rising.
Or gifted and magicals are both commonplace but often clash for some reason. Anyone can become a magical, but you must be born with a gift, thus a feeling of superiority among the gifted who seem to have had their power served them on a silver plate, while magicals had to learn.
A minor party would be the "creature" anthropomorphic beings, say dryads, who seem to be both gifted and magical. The more powerful of these creatures have mage status and are sought after for their knowledge which they sometimes teach to those who have proven themselves worthy to be their wards.
I dunno.
I just like the idea of gifted/superpowers vs Magicals.
