In a time after time, many millennia after the now forgotten Avatar Korra, the Avatar is lost somewhere in the particles of space. Spacetravel is widespread, many planets terraformed and inhabited.
Benders no longer have the edge on nonebenders. You don't have to be a chi blocker to go toe to toe with a bender thanks to the advancement of technology. Weapons can have double uses; a scythe that changes into a rife with a quick adjustment, shoe accessories that can add and extra burst of speed or height to a jump. Weapons are highly customizable If you can think it, someone can built it.
Spirits were thought to be a thing of mother Earth, now long gone.
But there has been suspicious activity in space and on some of the planets. People have encountered mysterious creatures that adhere to no laws of nature, spaceships are found drifting through space, all crew and passengers missing, but nothing else touched, no supplies taken, nothing. The ship's automated journal fizzing out with no retrievable data. Often the last report before the static is the update that a mass that does not show up on the radar has been seen.
Rogue pirates, once just a danger in certain sectors, have started forming a coalition. They have even taken over some outlying planets as home bases and for some years they have become a force to be reckoned with. Merchants and military alike are forced to travel in numbers for protection.
Some believe that only the avatar can bring an end to the pirate alliance and bring answers as to why empty ships are showing up, but few have even an inkling where he or she could be found, as spread out as the planets are. Some “Mystics” have followed the avatar line and have a connections with the spirit universe. They mostly live in isolated communities or hermitages on the outlying planets, away from the Interstellar Alliance of the more populated planets.
War in imminent, and although the Alliance military is doing their best, finding and crushing the head of the Pirate Coalition is proving difficult.
Smugglers, people who normally owe their allegiance to no one, and thus travel solo, are finding it increasingly difficult to avoid inevitably paying off the pirates to let them alone.
People like the smugglers, and those colonists that have been fighting for themselves on the outlying planets for centuries, barely hold allegiance to the Interstellar alliance, if at all. As such you can get away with outlawry and shading dealings almost in broad daylight. Many planets have fended off the pirates just fine, but they are slowly falling to them one by one.
